On many holes in many courses, the fairways/roughs will be lined right up to another hole going down in the opposite direction. Say you are hitting up one, and your ball gos into the other fairway of the hole going the other direction, can you hit it? Or is it OB? I will always just hit it, as everyone else would, but if I was in a tourny, is it considered OB (Out of Bounds), and you hjave to re-hit?
 
The other fairway is almost always in bounds and playable.

There are some courses where they make it OB to prevent shortcutting doglegs/prevent injuries, but I've never encountered that personally.
 
If you don't cross white stakes (OB) or any special course rules for a particular hole - it's in play. Forgetting about any hazard of course.

Yes

Go over the USGA's website, I think they have the rules of golf posted there.
