If you like it, and it's worth $45 to you go for it. If your asking for an appriasal your not going to get one, it's not a graded investment quality ring. Assume the resale value to be zero. IMO with any jewelry <$500-$1000 the decision should be made based on if it appeals to you, because to answer the question "Is it worth the price" based on the value of materials the answer will always be NO.
 
That's 10kt solid white gold or roughly 40% gold.

judging by the picture, it probably contains about $10 worth of gold.

Hell, even if its only one of the "ruled" rings, it'd still probably be worth it.
 
The ring doesn't seem particularly unique so I'd pass on buying it sight unseen. Go find one at TJ Maxx.

As for resizing, 7 to 6 is probably OK. You don't want a drastic change that can affect the curvature of the setting.
