Call security in Skype

I have a friend who is Syrian, and you may well know what is going on in Syria right now.

All calls in Syria are monitored by the security forces in Syria so you can't talk anything

He lives in Nigeria and was wondering, if he calls someone over Skype, can the call be tracked to him or not?

He wants to call a person in the USA through Skype

is Skype secure enough or you think the Syrian government might be able to monitor his call?

i know exactly what the syrian governments capabilities are right now, but i have to go do homework so ill explain later

What am I missing here? If he's in Nigeria, how does Syria factor in?

Ok let me reask this, what if he was calling someone in Syria. Obviusly the Syrian government with their advanced spying can listen to the call since they would track the number of the syrian person IN Syria. Now, would they be able to find out that my father is calling from Skype and would they be able to get his info through skype?

At this point in time there is no proof that Syria can access calls that don't go through the country; at a minimum it would need to go through their country in order to capture the necessary packets. Short of getting MS to put in writing that they'll never squeal on your father, that's probably the best answer you're going to get.

Since microsoft took over skype,I WOULDNT TRUST IT!! (Forget the syrian ppl)

Skype doesn’t connect computer to computer the traffic goes through different machines and it uses bandwidth from it's users. So tracing the call or listening in might be difficult for a 3rd world nation. From what I know Skype calls are encrypted. But who knows what MS is doing to it. If he is concerned about his location I would use TOR than call with Skype using video. Unless he is some sort of enemy of the state I wouldn't worry about it.
I would be more concerned with someone in Syria having a bugged apartment than having every bit of data monitored.
