Charlie Tuna Award

My selection for this year's Charlie Tuna Award goes to the Animal Protection Institute (API) of Sacramento. This is no easy feat considering some of the stunts pulled off by former Fish and Game Director Robert Hight.

The API pushed SB 1645 as law, which requires that anybody taking furbearing mammals or non-game animals must purchase a trapping license, available only by paying a fee ($78.50) and passing a fairly complex test. Now get this: Fish and Game Code 4005 defines non-game animals as including mice, rats, gophers and moles.

So now you need a trapping license to set out mousetraps?

Terry Knight of the Lake County Fish and Wildlife Committee asked Scott Paulsen, DFG chief of law enforcement, that question at a committee meeting Thursday night.

"We're not enforcing this for personal use," said Paulson, who then added that, because of the force of law, the statute must be enforced for commercial use.

That means if you hire a neighbor to set mousetraps at your house, or perhaps hire your gardener or a pest control service, that they must have a trapping permit -- or face being arrested.

The DFG did not support the bill, but the Animal Protection Institute pushed it through anyway, according to Knight.

"I can see the headlines now, 'Mice trappers face jail term,' " Knight said. "But if you get the permit, the real problem you're facing is that it takes too many mice to make a fur coat."

The Charlie Tuna Award is a fish hook made out of fool's gold.

wow, this is awesome. BAWAHAHHAHA!!!! when they say commercial use, do they mean making profit or using mousetraps on commercial property?

What's next? Can't have cats to catch mouseeees?

Actually, CA has banned just about any rifle that is black and not bolt action.

I love CA...but the people there can come off as just plain stupid. As much as I would love to live there for the climate/beaches/mtns, it would be hard to stomach dealing with the people at times.

Good question, I think that should be asked nation wide. This, like the much ado about nothing deal with the Master and Slave debacle over hard drives, won't amount to anything at all, it just makes for negative press. However, if it does stop people from moving there then it actually is a positive thing.

I dont think its a nationwide thing that the "smart 90%" dont vote, but rather that you can sway at least 51% of voters into being stupid for a day. All you need is an emotional angle, and by the time they figure out that "its for the children", "zero tolerance" and "just say no" is a load of crap, its become the law of the land. California is just the slutty chick in hot pants... its much easier to get her to do what you want then the prissy, preppy girl next door.

And I dont see how motivating the smart people, who can see that its a load of cr@p, to not move to CA and balance things out a little is good thing. Unless, of course, you look at it from the angle of concentrating the like minded idiots in one place and no longer having them set up home owner's associations in your neighborhood. But I dont like to see the world's 5th biggest economy have the political enviroment that allows this sort of thing to happen.

I think there are stupid laws everywhere, the initial intent of the law was not specifically aimed at those who were using mousetraps but for the commercial fur industry. The need to buy a license to use a mousetraps is the result of a poorly written law, not crazy tree hugging Californian's like everybody would like to think.

A good example of a another poorly written bill from another state would be the law barring the "recording in any theater or retail store where a motion picture is being displayed." The law was initially aimed at those trying to make cams out of recently released movies but has been unintentially extended to any place of business where a movie or tv show is being played.
