California Traffic Ticket Problem

I got a ticket for talking on my cellphone + tinted front windows on Sept. 9th. As of today, I haven't received a courtesy notice allowing me to pay my bail through the mail like I did with tickets in the past. I also went online to the court system's website and they can't seem to find the ticket by citation # or drivers license. The automated phone system can't find my ticket either. So I went to my local police station and they were able to pull up the ticket but obviously they don't deal with payments or what not.

I've been trying to get a live person on the phone from the local court but so far it has been impossible. It looks like I may have to go in person to the court to see what is going on but I really dread the lines knowing how bad it's going to be with the furloughs and all.

So does anyone have any idea what's the deal? Am I not able to pay my ticket because it requires a mandatory court appearance? Seems kind of silly for a cellphone violation and tinted windows.
 
I never received a notice in the mail with I got a speeding ticket back in like July. When I went to the court house to pay, the lady told me that you arent guaranteed to get one.
