Yikes. They're saying where I am, bay area, is 6-12 inches of rain by Friday.
It was supposed to start by now but it's just windy at this time.
I don't think most Americans appreciate how much Californians are not used to 'weather events'. It's almost always 'good weather', most others are used to weather problems.

How about this, every time this summer. I've never once had a drive in CA that went from 20 minutes to 2 hours. Yet it was a regular thing during the rain this summer...in Detroit.
when we didn't close down an hour or so early, people got stuck.

Having lived and worked in the DMA for a number of years I am going to go out on a limb and say you really don't know what you are talking about. Hell traffic in the LA area can go from 20 minutes to 2 hours if there is a bird in one of the lanes of the 405.
Maybe you are fixating on the August storm that is considered a 'once every 300 years event'. Yes people got stuck. Yes there was road flooding. No that does not happen frequently or 'every time it rains'

Great! You realize though that LA is in CA though right? Perhaps don't bring the entire state into things if you are only talking about a tiny portion of it.
