Background: I go to LA once in awhile for work and drive on the freeways

Basic question: what does the "Meter On" light/sign mean?

I guess it's a lighted sign that you see as you approach the freeway entrances (I see them on the 405)
 
It basically tells you if those traffic lights on the ramp are enabled or not to reduce the rate of cars coming onto the highway. So if it's on you need to be prepared to stop instead of gunning it down the on ramp.
 
oh ok - that's what i thought, but since i only get to the freeways at night - they're usually on
