I just came back from the DMV today, and I can confirm that what you are saying is NOT true.

Actual dates:
15 1/2 = permit age requirement.
16 = Provisional License age requirement.
18 = Normal License age requirement.

Provisional is same as normal, basically. The main difference is it doesn't say "Provisional," so clubs and other places that card wont have to calculate age and stuff like that.

It is restricted a bit--I believe for the first 6 months or so after you get your license at 16 you can't drive minors or something. (Not that I'd know--I'm 7 months from learner's permit age.)

Yes, it still does. For the first 6 months, it's kind of like "probation," you can't drive minors (under 18) around. Then after 6 months are over, you can drive minors, but not between 12:00AM and 5:00AM. But everyone still drives minors around, regardless, so don't worry. 😉

i live in MD where the "no passengers under 18 unless they're family" was passed, but i got my license 1 year before that passed, so it doesn't apply to me 😀

First 6 months, no driving with minors unless you have somebody over the age of 25 in the car with you. No driving between 12-5am unless you have somebody over the age of 25 in the care with you.

Next 6 months: You can drive with minors or between 12-5 but no driving between 12-5am with minors in the car unless you have somebody over the age of 25 with you.
 
MY buddy got pulled over with a bunch of minors in his car about a month after he got his licness (he was speeding). The cop had to ask the dispatcher, or whoever is on the otherside of his radio what the code for driving minors around was. I guess he didn't use it much.
 
its too funny, the cops just sit outside of the high school, pretty much everyone is under that law and they just pull everyone over hahaha
