Why not just invent some glue that the police can put on the street that will cause a car to stick and slow down. That would help a lot with reduction of car chases.

i think that's already out, i remember seeing something on tv that said it lets out a small emp shockwave, which shuts off the engine. LA was supposed to have it, but they can't afford that technology.

Dumb idea. If the guy wants to die, let him die. It's his life and he's free to keep it or dispose of it as he sees fit. Throw a net over him and all you're doing is making sure that he spends time in a psych ward with the taxpayers footing the bills. If the trouble is that jumpers on bridges are tying up traffic, there's a much simpler, cheaper and more effective solution. First cop on the scene gives the jumper 30 seconds to make up their mind. At the end of 30 seconds the jumper has to leave the bridge either by walking off it or by falling off it. If the jumper can't make up his mind, the cop shoots him and down he goes. Bingo, no muss no fuss. The traffic will flow freely and that will put an end to all the fake jumpers who are only out to get attention. If they HAVE to go through with it most of the jumpers wouldn't climb up there in the first place.

I don't know if they exist or not yet. But, the idea has been around for a while.

A problem with a EMP pulse. Can it be focused? Or would everybody that happened to be on the street be affected? I would not want every car in the area shutting down brakes, steering, all would go when the engine quit.

Oh yeah it probaly be tough on pacemakers too.
