Calculating QoS Settings

I have been reading that I should set my QoS levels at around 90% of my maximum download and upload speed. My question is how do I calculate this if my rates are not constant? During off-peak times, such as 4 am this morning, I get 21 Mbps down/1 Mbps up. However, during peak times, such as 8 pm, I could get speeds as low as 13 Mbps down/.3 Mbps up.

These fluctuations are due to factors external to my network, as I have done the speed tests while directly wired into my modem (Ethernet between laptop and Modem).

I'm guessing that for QoS to work as intended, I would need to use 90% of my lowest values. Is this correct?

I would do 90% of your maximum speeds, otherwise it will slow you down to 90% of your minimum all the time. At 300kbps (x 90%) I don't think QoS would do any good anyway, everything will struggle.
