Cable TV to dvi or vga converter? Instead of 2nd Video Card?

My options for my new system are:

1. 3 LCD's using 2 video cards:
LEFT 21.3" Samsung 4:3 Model 213T LCD used to watch CNN and such
CENTER 30" Dell for main screen
RIGHT 24" Dell 16:10 LCD for Outlook, etc.

Requires 2 video cards, i.e. TWO of the upcoming nVidia 8600 2 X DUAL-link DVI outputs.

OR

2. In lieu of the 2 video card option, just use one DUAL dual link 8600 video card for the 30" Dell and the 24" Dell LCD's (center and right), and try to find a cable tv to either vga or cable tv to dvi converter for the 21.3" Samsung 4:3 LCD. The trouble with this option is: is there a good converter for this? what will the results be like? will the converter properly scale the output so it displays properly on the Samsung Model 213T 21.3" 4:3 LCD?
