C64 Game - Quake Minus One

I've come across this game a few times over the past few years, and for as many times as I've tried, I simply cannot even begin to comprehend what the hell this game is about and how you actually play it.
Does anyone know anything about it?

Ugh....Raid on Bungeling Bay was fun for about 8 minutes....
