Generally speaking, there is no need to manually configure tasks to a given core. Your operating system is perfectly capable of doing that with no intervention.
Yeah, the O/S does a good job. But to answer your question, you can either right-click the app in the task manager and set your cpu affinity that way, or you can modify the exe forever (MAKE SURE YOU BACK UP THE EXE FIRST) using imagecfg.
