C2D/Q Temperature and V-droop

Am I right in reading the C2D/Q temperature spec in requiring a max delta between idle and load temperature of 25C (fixed or variable based on case temp)? If yes, would v-droop be directly or indirectly play into supporting that requirement? Running idle at higher temp and limiting load temp by dropping voltage? Thats the default behavior of most MBs. Or they related?
