My question is : What is so special about the C1 stepping? what proc speeds will use the new C1 and when will it be released? Apreciate any input.

They are out already, Intel Pentium 4 2.5GHz (NOT 2.53GHz), 2.6GHz, 2.66GHz and 2.8GHz all have this stepping. It's a more optimized version of Northwood core designed to hit 3GHz at the end of this year which many are achievingwith proper cooling today .

Hard|OCP has an article on this over here

C1 Stepping Arrives:
In mid-august Intel announced the release of a new range of clock speeds for P4, around the same time they announced the 2.8GHz. What was interesting to note was that the core stepping had changed for some of the new line-up. Specifically it appears the some P4?s will now be fabricated using the C1 stepping, whereas all previous Northwood?s were B0.
