c:\winnt\system32 - What are NLS files??????

I have about 36 .NLS files in my C:\Winnt\system32 folder that take up about 3MB total...anyone knows what they are?? And how come all programs dump their *&@#)@() trash in the c:\winnt\system32?????? can't they keep their own stuff in their own folder, like everyone else???
