I'm trying to free up space on my laptop. That TEMP folder is almost 4GB! Some of the files were updated today (internet browsing, probably) but most are really old.

Can I safely delete them? What's that stuff used for anyway?
 
Yes, you can delete the stuff inside it. I would recommend downloading CCleaner, as it will scan your computer and clean out the temp folder without you having to manually go to the folder and delete the stuff.
 
Any files not locked should be safe to delete. These are temporary files used by applications for a variety of purposes. An example might be a downloader who downloads to the temp directory first and then moves the file to the actual download location. If the download is stopped, machine rebooted, etc the partial file could be left here (albeit it's not supposed to be)
