It has to run in win95 emulation, and when the CD is being accessed to ready music and videos, its laggy, hicups, and etc.. Pauses etc. Is there any way to fix this ? I did a setting wrong ? It plays better on my Pentium 200 retro gaming rig I made. I tried this version to get rid of that one.

I've seen this issue on some modern optical drives that spin down too quickly. It's not necessarily specific to this game; you just don't see it much these days since most games don't actually read any data off the CD.

For C&C specifically, you can just copy all the mix files off the CD to the game directory. It will read off those instead of the CD versions. Note that the GDI and Nod CDs have different movies.mix files though (maybe scores.mix as well, can't remember for sure), so you will need to switch between them manually if you're playing both campaigns.

How do I get it to NOT try and read the CD, and go to the hard drive ? It wants the CD

As I said, you just need to copy the mix files to the game's directory. The files there automatically take precedence over anything on the CD. (despite the fact that it still asks for the CD, the game won't read stuff off there if it finds files of the same name on the hard drive)

If you want to avoid using the CD altogether, a crack is the obvious solution, although that isn't actually necessary for what you want to do here.
