Unless his brother is the type that spends based on what he has in his pocket. If he is that type, he's better off having the government withhold MORE than enough to force him to save (yeah yeah, interest free loan to the government, but that ignores the psychological aspect). Of course if he's that type of person, he's probably the type that would see a refund as a reason to splurge on a plasma TV. 😛
