It might be tasteless, but it's not racist..

You can put any kid on that situation with the quote and it will fit..

Er, I'm pretty sure "Cuban" is a race. I mean, weren't there an indigenous people living there? A people who would have passed down their blood to many of the current inhabitants of Cuba?

No, Cubans are not a race. They are a mix of Spanish, Indian and some African... just like the rest of the Caribbean, South, and Central America. There is no specific "Cuban race."

And even if there was, their culture is not an inherent trait, and therefore criticizing it is NOT racism.

Racism is claiming or implying that one race is somehow INHERENTLY (genetically, if you will) inferior or superior to another.

The joke in the OP does nothing of the sort.

Considering "Pacific Islander" is a race, and that covers a HUGE area of the world, I doubt the natives of every single island on earth get to call themselves a separate race.
