Yes, it means "Best Value Guarantee", you get an expensive item, like a digicam from a reputable dealer, and use American Express's BVG to price-match a less reputable dealer after the purchase.

Example of how it works

I managed to combine a % off coupon, MSN Holiday $ and then the retailer managed to delay the order for 3 weeks or so & took more $ off for their screw-up.
