Buzzing sound upon startup

On and off I've been receiving this buzzing sound upon startup. It lasts for about a minute or so, then starts up again after thirty seconds. I made sure all the cables inside my comp weren't loose but the problem still occasionally persists.

The fan may be hitting the cable after you switch on.

its not like a fan buzzing, more like a computer component is buzzing.

Power supply would be the first thing I check.
