Buzzing Power Supply

I've had this psu for a few years and just today I noticed it randomly buzzing. A few weeks ago I noticed the down-facing fan wasn't on which I assumed was normal. Today I noticed the fan spins slowly and makes a buzzing sound while slowing to a still for one second bursts every other second.

Nothing in the computer has changed for the three years I've had it except for the video card, which I replaced a month ago (9700Pro to X800 Pro).

I wonder if the fan is starting to die or if the spin is dynamic based on temperature. I think there's something wrong with it because the buzz is too loud.

*The PSU may have a feature that alows it to control the fan speed based on temperature. much like a CPU HSF can on a Cool n Quiet software, etc. Try to find if the PSU manufacture incorporates such technology into it... and disable it immediately (manually set fan speed to 80% or max).

*The fan may be going bad. Try disconnecting it's power source from the PSU internals and reconnecting it, and it alone, to a fan power cable and see if it runs normal. If it does, see above. If not, replace fan.
-->NOTE: Do not power fan with current PSU. Use one you know works. If you use the one you removed the fan from, you could risk overheating the PSU or risk not getting accurate results based on faulty PSU power fluxes.

*The fan could be vibrating. Try either tightening the screws holding it in place or placing a piece of paper or something relatively vibration-absorbant between the fan and the PSU housing.
