Buzzing dell laptop power supply issue and a couple other things

So I inherited a pile of laptop parts from a buddy of mine who didn't know how to put them back together. So i reassembled one of the laptops fine but I am running into a weird issue where sometime the external power supply is silent and runs fine but then I will hear a buzzing noise from inside the power supply and it will trip out my air conditioner in my house. The other laptop all the guts and screen work fine but the case is beaten and cracked. Can anyone think of an easy way to mount a laptop to something else for use?
