Buying XP Home OEM

So I'm looking at XP Home OEM on newegg for a friend I'm building a rig for, and I noticed the following disclaimer:

Disclaimer: Qualifying proof of purchase must be recent receipts showing the purchase of a mother board, hard drive, RAM and a CPU. The components can be on multiple receipts; not necessarily all on one receipt nor on the same receipt as the qualifying Windows XP/Office 2003 that you purchased.

I'm a little confused... why would I need a qualifying proof of purchase? Is this just for support, or what? I've installed about a dozen copies of OEM XP Home for different people and never seen any real requirement that I be an OEM. This PC I'm building is mostly out of spare parts I have laying around and I won't have receipts.

Just means you have to buy it with some type of hardware. Just about any hardware will do, even a mouse.

I'm not sure why Newegg has this requirement (OEM must be purchased with hardware item), since Microsoft eliminated it about 1.5 years ago. Under the new system, ANYBODY can buy Microsoft OEM XP, but only if the package is still sealed. As soon as the package is opened, it can only be sold pre-installed on a computer.

You won't believe this but when I built my rig I ordered everything except my OS. SO I had to order a copy of OEM WinXP from Newegg. I did not order any hardware with it, it's only a disclaimer so that you do not put the copy of the OEM on multiple PC's.

Since it's OEM it can only be applied to one specific computer. Microsoft makes them put that notice on there.

Actually, the description the OP posted seems tighter than when I bought my last OEM copy from them two years ago. Then it simply said that the product had to be purchased with hardware. When you added the OS to your cart they also added a $5.00 cable, and then discounted it $5 :).
