We seem to have a massive lack of information here.

Does your dad game?
If so, what games does he play, new, old, all, what?

What resolution does he use? How much eye candy?

If he's not a gamer, you're being ridiculous, the TI4200 was already way overkill and you would do fine to pick up any old thing that has reasonably crisp 2D output and was made in this century.
