Buying friends used computer?

Hi, my friend has a computer sitting around that he doesn't use since he spends most of his time either using his work computer or macbook. I have no idea how to price used custom built computers. Does this sound like a good deal to you? Any advice would be helpful. Thanks!

$350 for the computer/monitor/cables

Components:
motherboard: asus z97-A
Processor: i7-4790k
RAM: 16gb
Video card: amd r-280x 3gb
Storage: 250gb ssd

He is also including a 27" 1080p BenQ Monitor

Honestly that's what I figured based on the brand new pricing of the components, but I always like getting the anandtech forum's perspective. Thanks for the responses!

Yeah, snag that. It's an older rig, but still decent, and price-wise, that's a great deal.

The video card is a little too old.
Might want to upgrade to something a bit more capable, but otherwise a decent system.
Maybe a used RX 570 or GTX 1060 off of eBay.

does it sound like a good deal? Not really, fair.. sure. But do you need a 27" 1080p lcd? a 256gb ssd? a 280x? a 4790k? are any of these parts good enough for you in 2019? Who knows maybe the parts will last another 10 years maybe the board dies in a week.
