Buying a U.S. version WoW for a player in Hong Kong...

My cousin has expressed an interest in this game and I was thinking of buying it for him as a gift. Over in Hong Kong, the game costs about HKD$600 (over USD$70), and I don't know if that's the American version or the Asian version (if there is such a thing). I've looked on Blizzard's site and have read the EULA but I can't seem to find any information regarding a user from a foreign country being able to create an account using a foreign address and telephone number. If I buy the game here and send it to him, will he be able to register and play? Does anybody have any experiences with this? Any information would be greatly appreciated. Thanks!
 
With a US copy, he'd need a US billing address to be able to play - and then he'd be playing on US servers (which might have really high ping for him).
