Not all of them. The Honda Ruckus is 4 stroke IIRC.

dude get the Honda Elite. They're selling for $2500 (from $3k msrp) and have a huge amount of room, fuel injected, liquid cooled, and extremely capable of doing 50+mph

just wanna chime in (for any searchers) and say I bought one of these over the weekend - 2010 honda elite, 110cc.
thing must be made of technology cuz it pulls like a goat. max speed of 52mph, pulls from 0 all the way up to 45 w/o any issue whatesoever, feels like it has more when I hit max speed (which basically tells me it's electronically limited). No slowness when going up normal hills either. Definitely feels more than capable of 2-up urban riding.
massive, massive underseat storage and 90-110mpg to boot.
definitely recommend.
Protip: never, ever, ever buy a 50cc scooter unless you don't have to go on public roads with it.

*shrug* My Metro can haul my 220lb ass up to almost 45mph. I modded the intake and exhaust a little, though, and re-jetted the carb. I have no trouble taking it on 15+ mile trips in town. There really aren't very many places where the limit is over 45.
Mind if I asked what the 2010 Elite set you back?
