Buying a new TV

i'm looking to buy a new tv for my room/dorm. what should i get?

in terms of what i need;
1.cable outlet
2.a/v input
3.~20" screen (but no more than 24")

i'm looking to spend about $150

CostCo B&M has a nice Panasonic for $129, and one for around $189 with built in DVD Player/VCR.
