Buyer still hasn't received my item after 1 week

I sold a $450 phone on Ebay to a buyer who has 1 possitive feedback. On September 5th, I shipped the phone via USPS Priority to an uncomfirmed shipping address; it was his Paypal shipping address. I am 100% that I did not write the wrong address. The phone was shipped from Minnesota to New Hampshire. He emailed me today, after 1 week since the phone was shipped, saying that he has not received the phone yet.

Should I wait a couple more days? Priority shouldn't take more than 3 days, right? I didn't buy shipping confirmation, but I bought insurance. Is the buyer trying to scam me? What should I do?

I also noticed his grammar skills aren't the greatest. Here are two messages sent by him:

What you think? When it coming to me? Actualy i want to change place of my living, and i waiting for the PDA..

Why delivering is so long?? I have not received it yet!!

His first name is Yuri, not a common American name. Without giving away his last name, what ethnicity has the name Yuri? This makes me even more uneasy.
 
I would have shipped a $450 item via Fedex or UPS so I could track it up til it shows "Delivered". I hope you learned your lesson.
 
Priority Mail is not guaranteed to get there in three days. Usually, it does. As a matter of fact, it really isn't treated that much different than 1st Class Mail -- you just pay more for it. I have had it take more than a week for priority to get where it was supposed to go. You also sent it out after a holiday, so it might take a little longer. Wait until the end of the week, and if you haven't got it there by then, I would start to investigate recovery by insurance.
 
You can claim insurance but i think it requires certain amount of time...

i think they can tell you if it's been scanned at the destination when you buy insurance.. almost like tracking but not quite..

Delivery confirmation is like $0.55 extra...why would you skimp on this on such a high value item?😕

So it's basically possible to scam any seller that doesn't buy shipping confirmation/tracking number?

yep, if you can't prove a DC number you are screwed.

I think all Priority Mail include a DC number?

Express Mail (overnight service which starts at around $11.00 does)...for Priority Mail, it is extra...
 
Since the buyer has an uncomfirmed, is he/she still eligable to file a claim against me? I do have an insurance receipt though. Is that enough for proof of shipment?

UGH, this pisses me off.
 
dude, only use real shipping like fedex or UPS or DHL for a high dollar item like that

you don't have real tracking or real insurance

Your insurance number will be able to act like a psuedo tracking number.

Someone has to sign for the item at the PO to release USPS from the liability.

As stated above, you have to wait a set time to file a claim.

Should the buyer insist of some type of chargeback, you can point to the insurance number and advise that they need to let the USPS do their thing.

Also, because of the holiday, there may be a slight delay.

If it does not show by Wed, you should contact your local PO.
You may be able to check the insurance number from the USPS web site.
