Buy Vista now for coupon?

I am planning a Windows 7 Pro build in November.

Any reason not to just get the Vista 64 bit Business with upgrade coupon right now for $149? I'm assuming when it comes time to build I would just install the Vista and then download upgrade and install over that.

Two reasons to wait:

1. Clean installs are almost always better and more stable long term that upgrade installs over previous OS installs. This has been my experience for the longest time although I am sure someone will be along shortly to tell me how wrong I am.

2. Your tech will likely be cheaper if you can hold off a while and in general almost always will yield you a better value for your dollar the longer you can wait.

It's very likely you'll be able to do a "clean install" if you wish when you upgrade in November.

Since I'm installing Vista and WIn 7 back to back in the build, isn't that almost a clean install?

If you have a healthy system, then I'd say either in-place or clean install should be fine. Some folks may disagree.

Note, though, that probably relatively few people in this world have done an in-place upgrade of Vista to Windows 7 at this point. The widely-released Windows 7 Beta and RC wouldn't allow an in-place upgrade.
