Buy.com rebates - reliable?

Just wondering if anyone has experience with buy.com rebates. Also, I want to buy a cell phone that has a rebate. The offer says "Offer valid from 2/24/2004 to 6/30/2004" Anyone know if this is activation by then or purchase. It's 11:30 pacific time and I can make the purchase in time but not the activation since it'll take a few days for phone to arrive with rebate form. Thanks.
