Business tax id number?

I do not even want to know why you need it, but yes. That is it. If it is a sole propritorship, it is his SS # usually.

If he is getting paid some money by another corporation then the corp. may need to send a 1099 to IRS.

It may or it may not. The "business tax license" you speak of is not indicative of if it is STATE or FEDERAL.

My state tax expemption (FL) has a STATE tax ID number. However, the FEIN (Federal Employee Identification Number) is not listed.

IIRC, it might be the federal employer number. But don't take my word on that. It's been a while since I've had to fill out forms like that.
