Business E-Mail etiquette

Drawing a blank on conventions...

A client of mine wants me to e-mail certain information to 2 people within another company, all on the same e-mail as opposed to 1 e-mail per person. I have these peoples full names and e-mail addresses.

Do I address the e-mail with "Ms. Smith, Mr. Jones:"? Or "Ms. Smith and Mr. Jones:"? "Or "Dear Ms. Smith and Mr. Jones:"? In reality, his last name comes before hers alphabetically. Personally, I never use dear in business corepondence. I also never address e-mail to more than one person.

What's the rule here? Thanks?
 
No dear, use & or and, address the higher-up person first. If they're both the same position/level, then I'd personally address the woman first.
