business advice....website for a start-up

A relative of mine is doing a start-up and wants to make a small website for it where he could offer some products for sale. He is operating out of his home. I suggested that I could make him a no-flims website (he doesn't need a shopping cart or anything fancy). The question is where should he host it? He's hoping to expend no more than $10,000 annually on the maintenance of the website.

He can put a server at home (he has an extra P3 system lying around), but then getting a broadband (ethernet, probably) connection is going to be very expensive. He can't go with a regular roadrunner connection, etc. because it's not very reliable -- goes down quite often, and performance depends on whether or not it's during peak hours of usage. Can he get a dedicated connection or anything?

Another solution is to have some e-business company host it (like IBM). They take care of everything. But that is probably too expensive (does anybody know how much it costs?). And how do you update your website if it's being hosted by somebody else (I am sure they provide some convenient way -- I am just wondering).

Are there any other options? Any help will be appreciated. Thanks.
 
Maybe he should start out by building a yahoo store. It doesn't cost very much, compared to what he's willing to pay so it might be a good way to start out. A lot of computer resellers on PriceWatch use the Yahoo Stores program. It's $50 a month plus other fees and you can set it up to accept credit cards. Have him look into it.
 
It doesn't sound like it will be a very demanding site, so just get a virtual hosting account somewhere.

www.webhostit.com is pretty good.

To update the site you can either use frontpage if you are into that kinda thing, or just use FTP.
