i dun get it.

is it supposed to be a rip on bush, or clinton, or nixon?

bush is the dude in the front i assume, his nose hasnt extended, clinton is halfway on the chart, and nixon is the whole chart.

so?

The elephant is the symbol of the republican party, just like the donkey represents the democrats - thus elephants and donkeys are quite common to political cartoons.

It is implying that Bush's nose doesn't register on the Pinocchiometer because he is fielding favorable questions from Republican inquisitors, while Clinton and Nixon's 'transgressions' were exposed by the unyielding and merciless scrutiny of an opposing party.
