A Commission of experts and former Congressmen filed a report with the Bush Administration in January, warning of domestic terrorism.

Filed on January 31, 2001, The US Commission on National Security/21th Century's report came after two years of work. It made 50 specific recommendations, none of which was acted upon.
Instead, the Bush administration referred the report to the Federal Emergency Management Commission. Furthermore, legislation initiated in Congress, which would have created the National Homeland Security Agency, died because of lack of interest from the Administration, it seems.
Interestingly enough, the Commission recommended that the Department of Defense pay more attention to domestic military threats and less on planning for a stretegic war involving nuclear missiles.
Bush did direct VP Dick Cheney to supervise a national counter-terrorism plan. Cheney told FEMA to come up with something by October.
