Bush is worried that people might think that the briefing is his words and not a joke. It is easy to see how such confusion could happen. One of the latest headlines, for example, was "Bush to Appoint Someone to Be in Charge of Country".
The Onion editor in chief, Scott Dikkers, said that the letter was a waste of taxpayer's money which would be better spent giving government grants to satirists.
