And to the "urban legend" comment: it was quoted in a newspaper with no retraction. Also, I don't seem to recall any complaints from the usually whiny white house press secretary on the matter.

Urban legend alert. Bush never said that. There is no source on record as stating that they ever heard Bush say that. That story began in a blog and was repeated (with added embellishments with every repetition) for a while.

Later versions changed "I've heard from two whitehouse sources who claimed they heard from others present in the meeting" to "annoymous senators said" to "insert whatever will add more credibility to this fabrication".

I'm not questioning whether he said it or not. Simply referring to the original story that it was the constitution he was referring to.

So you are or are not sticking to your original contention that Bush said the constitution was "just a goddamned piece of paper?" The simple fact is that Bush never uttered the quote you are trying to attribute to him. The scenario in which the ficticious quote was supposedly uttered is equally dubious, unsourced and likely fictional.
