I Just want some clarification because I don't understand it.
Is this what it means?
Congress is lowering funds for the war in Iraq, but Bush still refuses to bring soldiers back home?

I think that I misunderstand this article because of Bush's outlandishness

I dont want this to be a Bush bashing thread; instead, I want to know if I'm understanding this article

that would be the stupidest thing congress could do would be to bring the troops home right now

the Commander in Chief directs the military , not Congress

it means the President can veto any bills with timetables and the Congress doesn't have the votes to override his veto, so he knows he has the upper hand in this maneuvering, the President doesn't have to negotiate on points he doesn't want to negotiate on, like the timetables for troop withdrawl. Pelosi and her bunch can just get over it or else be on the hook for not supporting the troops

I agree. As bad as the war is going now, to recall troops would just screw over the remaining troops.

It seems to me like you understand it just fine. He's willing to meet with them and discuss the issue, as long as it results in them agreeing with him.
