Now you're muddling the issue! While that is a true statement, the military knows that and asks for more than it needs to get what it needs. Under Clinton, it received neither.
Read this report for some additional detail on that. Even without the GWOT, we would still have massive military budget increases to pay for the massive underfunding of the Carter...er, Clinton years.
Some of the things which are coming due now and are imminent disasters should have been addressed 8 years ago, with the procurement process now in full swing. People critisize the tanker deal, but we need new tanker aircraft RIGHT NOW, not in a few years as they trickle in under the normal budgetary process.
See what you did? Bottom line is that Clinton didn't pay servicemembers enough, and the numbers above prove it.
