Take turns calling the police precinct next time it happens. If You call, it's one guy, big deal. If you call, and a few minutes later neigbor #2 calls, and then a minute later Mrs. Whatchamacallit calls, they will be more likely to respond. You can bet your ass that the similar complaints across the city that the cops DO go to, are the result of multiple independent complaints about the same thing.
