Buliding a pc, fans will spin but I get nothing else

My friend asked me to help bulid a pc. So today all of the sutff comes and we start putting it together. he has a

MSI K8T Neo-V ATX AMD Motherboard
eVGA Geforce 6600GT 128MB GDDR3 AGP
AMD Athlon 64 3000+ Venice 800MHz FSB Socket 754 E6 Processor
CORSAir 1GB (2 x 512MB) 184-Pin DDR PC 3200
Western Digital Caviar SE Serial ATA150 Hard Drive
400watt powermax powersupply

So we get everything together, turn it on. The CPU heatsink fan spins up, so does the case fan. Nothing else works. His dvd-rom, burner, won't open. Also the lights in his fan won't come on. I hook it to a monitor and it says no video input. So we reseated everything. Nothing still, I took his rom and burner out and put it in my pc . It turned on and opened just fine.

Then I took my 500w powersupply hooked it to his mobo and the same happens. The PC fan works and so does the case fan but nothing else will work. I resetted the cmos..

I think it might be a bad mobo, but I do wonder what some of you pros think. I have not bulit a pc in about 2 years or so. I just wanted to know what you think.

His dvd-rom, burner, won't open.
That right there tells me something is jumpered incorrectly or you have a bad idea cable, most likely a jumper problem though. Just put the drives on CS (cable select). This problem could also stop the system from posting.

First and foremost, if you value your components, replace that Powermax power supply ASAP. They are the worst of the generic brands. I had one, it blew, and took my motherboard with it. NEVER skimp on the power supply. If you are on a tight budget for power supply, go with a Fortron, they are inexpensive, but still good quality.

On to your problem. Make sure all the power connectors are attached, including the 4 pin 12v atx connector(square, with 2 yellow and 2 black wires).

Try booting with the bare minimums. 1 stick of ram, cpu/heatsink and fan, video card. Disconnect hard drives, cd/dvd drives, and any other PCI cards, etc. Make sure you don't have any standoffs out of place under the motherboard, as that will short out the motherboard.

If booting with the bare miniumums doesn't work, remove the motherboard from the case, place it on a non-conductive surface, and try again with the bare minimums. If the power switch doesn't reach that far out of the case, you can use a screw driver to touch together the pins that the power switch connects to to turn it on.

Ive made this post in other forums and havent gotten an answer. What is the reasoning behind removing the mobo from the case and running it there?

To eliminate any possibilities of the motherboard being shorted to the case.

Thanks for all the replies. I was into computers a few years back building them and stuff. But I just fell out of them. I will try what you guys say. I'm going to take my time and try it here in about an hour. If it still does not work you will know. :)

yea make sure you have a standoff at all positions. and make sure there tight but not too tight. Good luck
