Built In Admin Account Win 7

Here's my scenario and hopefully someone has a solution for it.
I have a built in Admin account that's disabled and I know the password for it.
I also have a user account that I know the password for. I need to enable the built in Admin account but can't do it since all my other accounts are just user accounts. Can that be done ? 🙄

Not from within the OS. You have to boot to a CD or USB stick with ntpasswd on it to clear any passwords and enable accounts.
