Built in AC3 decoding or not?

I'm looking at 2 DVD players : Apex AD-1500 and Apex AD-3201

The 3201 has AC3 Decoding built in, but costs $50 more. Does this mean it can act as a Surround Sound Receiver?

I'm trying to build a Home Theater system so any input would help
 
How far are you willing to go/spend for home theater set? IF you just need a dvd player, you might not want the AC3 built in .. otherwise, just buy a better dvd player and a decent receiver.
