Absolutely insane drive to expand/develop/rise up + government bureaucracy that does little but drive this urge with few breaks = amazingly impressive growth and a lot of shoddy workmanship / corner cutting. Or at least someone is killed by the state. One hopes they are at least the guilty party but one never knows. For example in huge scandal cases like the tainted baby milk case where the public was screaming for justice you can be sure SOMEONE's head would role (literally) whether they could find the real culprits or not.
