Building Problem - Need expert advice.

I just got a SOYO (SY-K7U plus) motherboard and a AMD 1800+ CPU with 256 PC2100 Crucial RAM
I tried intalling those along with my Video Card ( Radeon 64) and booting up my system.
The system boots up and as soon as it takes off, it shuts down about 4-5seconds later.
Nothing gets on the screen, it shuts down too fast. I am not being able to figure out what the problem is.
I tried pluging in my older Tbird 1.2 ghz cpu in the to see if the cpu was the problem but it isnt it still does the same thing, takes off and just as the HDD is about to start it shuts down.. I'm clueless. I also tried a different Power supply and still the same happens.
If you have any idea why this might be happening let me know. I'm pretty sure it's got to do with the mobo settign or something... Let me know if you can help.

Most likely a short somewhere. Try putting it together outside the case on a piece of cardboard...and reseat all your cards and memory.

I had this problem before, turned out to be a faulty power switch :-(

Try swapping the power and standby or power and reset switches and trying it again.

Or rather... use the standby or reset switch as a power switch, see if that helps.

I'm sure this isn't the case, but you do need to use a heatsink on that cpu. Believe it or not, I had a friend try to run a 1ghz Tbird without a hsf because "it didn't come with one." He had the exact same symptoms you do.

I did use a heatsink and fan, they did "come with it" :)
I also tried another Power supply didnt help. I am NOT overclocking, everything's default.
I took out the mobo to make sure there's no short anywhere didnt help, I tried different video card and ram that didnt help.
I tried almost everything.
I am not having problems with another mobo/Chip in the same case. but this Soyo board with this Athlon 1800+ is not working.
turns on for 3 seconds, then there's a long continuous beep for about 5 seconds and it shuts down.
All parts are brand new and they all seem healthy to me. There must be a conflict but I dont see how, or with what..
I took everythign out even the HDDs at one point and it still does it.
