Building New System; CPU Fan Stutters

On the first boot up of a new system I am building, the CPU fan stutters; that is it rotates for a fraction of a second, then comes to a complete stop, then rotates for a fraction of a second, etc. System is as follows:
AMD 900mhz athlon processor retail boxed
ASUS A7V motherboard
Antec KS-282 case w/ 300 watt Antec ps
128mb crucial pc133 SDRAM
It posted ok, but I shut it down after about 30 seconds for fear of damaging the CPU. Any help or suggestions appreciated.

Replace the fan.....

To verify it's not a power issue, move the fan connector to another power connector/MB connector.
----If the fan still stops/starts it's probably a bad fan, but keep reading.


Next unplug the CPU fan and try pluging another fan into the same power connector the CPU fan was using.
----If the fan starts/stops it's a MB issue with your fan headers or 12V issue with your PS (check with meter).
