Building new rig ran into problems. Motherboard or Cpu Dead?

Hello, I received my orders today and the problem I'm having is the pc wont post. When I power on everything turns on but I get no display on the monitor. I also get no beeps from the motherboard. I've been researching and asking around and I can't tell whether its my cpu that was dead on arrival or the motherboard I have. I've tried changing video cards so I know the new one isn't defective. I've also tried removing all items except motherboard, cpu, and video card but still no post. Cpu fans, case fans, even some motherboard add ons are powered but no post. It's an athlon 64 socket 754 with a chain tech znf3-250 mb. Thanks. I need help in order to determine what's the problem so I can RMA the item.

I also wanted to mention the motherboard was absolutely new. Retail packaged I ordered online (although this has nothing to do with the actual product I wanted to just mention that and also my athlon 64 3400+ was a OEM. Maybe that might help.)

Try pulling the motherboard out of the case and see if it'll boot, it could be shorting on a stray mobo standoff. Could be that the clear CMOS jumper needs to be switched also. You need the mobo, cpu, video card, and ram to post.
